The Federal Government of Somalia, Ministry of Finance, under the World Bank–funded project De-Risking, Inclusion and Value Enhancement of Pastoral Economies (DRIVE), is seeking qualified candidates for the position of Senior Livestock Specialist.
The DRIVE Project (Project ID: P176517) aims to strengthen livestock value chains, promote risk financing through drought index insurance, improve trade facilitation, and enhance institutional compliance with international livestock standards.
The assignment supports the Ministry of Livestock, Forestry and Range in strengthening livestock trade systems, value chain development, policy improvement, insurance linkages, and market access for pastoral communities.
Title: Senior Livestock Specialist
Contract Type: Individual Consultant
Duration: 12 Months
Location: Federal Republic of Somalia – With travel to Federal Member States
The consultant will support technical coordination between project components, policy development, livestock trade facilitation, risk financing mechanisms, and capacity building initiatives.
Develop concept notes, TORs, policy proposals, and technical evaluations related to livestock trade and value chain development
Review livestock identification, traceability systems, trade regulations, and policy gaps
Support mobilization of livestock producer groups and assist in preparation of business plans
Provide technical guidance to improve effectiveness of the DRIVE project
Conduct economic analysis on financial impact for pastoral households benefiting from insurance and financial services
Prepare technical training materials, manuals, and awareness content
Produce monthly and quarterly progress reports with evidence-based data
Document case studies, best practices, success stories, and lessons learned
Support policy compliance with national and international livestock standards
Participate in validation of insurance Unit Areas (UAI) on behalf of the Ministry
Develop strategies linking livestock investments to export markets
Assist in designing monitoring and evaluation frameworks for project performance
Conduct field visits to Federal Member States to supervise implementation and mentor staff
Education
Minimum Master’s Degree in Livestock Production, Animal Husbandry, Veterinary Science, Agricultural Economics (with livestock focus), or related field
Experience
Minimum 10 Years of professional experience in livestock sector development
Experience in livestock trade, value chain development, policy formulation, and risk financing
Proven experience working with pastoral and agro-pastoral systems
Experience in government or institutional livestock projects preferred
Strong background in preparing policy documents and technical reports
Experience in designing results-based project reports
Skills
Strong knowledge of livestock traceability, standards, food safety, and trade systems
Excellent report writing and analytical skills
Strong communication skills in English and Somali
Advanced computer skills (MS Word, Excel, PowerPoint)
Ability to work independently and conduct field supervision
Selection will be based on qualifications, experience, and interview performance as per World Bank Procurement Regulations.
