Technical Consultant – Health Financing Policy Development

Save the Children International (SCI) Somalia Program invites qualified consultants or consulting firms to submit bids for a consultancy assignment focused on developing a Health Financing Policy for the Galmudug State of Somalia. Save the Children is one of the world’s leading humanitarian and development organizations dedicated to improving the lives of children through programs in health, education, protection, and emergency response.

The purpose of this consultancy is to provide technical expertise in designing and developing a comprehensive health financing policy that supports sustainable healthcare systems within Galmudug State. The consultant will work closely with government institutions, health sector stakeholders, and community representatives to analyze existing financing structures and develop a policy framework that strengthens cost recovery mechanisms and promotes equitable access to healthcare services.

The consultancy assignment will run for a total period of 60 days, including travel time. The selected consultant or firm will conduct consultations with key stakeholders such as the Ministry of Health, health facility staff, community leaders, and other relevant actors to gather insights on financing practices and policy gaps. The consultant will also review existing health policies, financing mechanisms, and the Essential Package of Health Services (EPHS) framework in Somalia.

The assignment requires strong technical expertise in health financing models, policy development, and health systems strengthening. The consultant will be responsible for producing a well-structured and evidence-based health financing policy that reflects the needs of the Galmudug health sector and aligns with national health strategies.

Key Responsibilities

Conduct a comprehensive assessment of the current health financing systems within Galmudug State.

Engage with key stakeholders including government institutions, health professionals, and community representatives.

Analyze cost recovery mechanisms and financial sustainability models within the health sector.

Develop a policy framework that strengthens health financing systems and improves equitable access to healthcare.

Ensure gender equity and community participation are incorporated into policy recommendations.

Produce clear technical documentation, including analytical reports and policy drafts.

Present policy recommendations and facilitate discussions with relevant authorities and partners.

Consultant Logistics and Conditions

Save the Children will pay the consultancy fee as a lump-sum payment.

The consultant will be responsible for covering their own logistical costs including accommodation, meals, transportation, and other operational expenses.

Travel costs, including flights and local transportation to field sites, must also be covered by the consultant.

The consultant must comply with Save the Children security procedures, including completing the organization’s online security training before traveling to Somalia.

All taxes arising from the consultancy will be the responsibility of the consultant in accordance with local tax regulations.

Qualifications and Experience

Applicants must meet the following minimum requirements:

Advanced degree in Public Health, Health Economics, Health Policy, Health Financing, or a related field.

Demonstrated experience in health financing policy development and health systems strengthening.

Strong understanding of the Galmudug health system and EPHS framework.

Proven experience applying participatory approaches, gender equity considerations, and community engagement strategies.

Verifiable track record of policy development work completed within the past two years.

Consulting firms must be officially registered with the Federal Government of Somalia.

Ability to access and operate in Dhusamareb, Galmudug State.

Excellent written and verbal communication skills in English.

Strong analytical, research, and data analysis capabilities relevant to policy development.
