The Federal Government of Somalia, through the Ministry of Education, Culture and Higher Education (MOECHE), invites qualified consulting firms to submit proposals for the design, development, and deployment of an Educational Material Tracking Application, Dashboard, and Data Pipeline. This consultancy aims to strengthen transparency, efficiency, and accountability in the distribution of textbooks and learning materials across Somalia.
The assignment will support the development of an integrated system that tracks educational materials from central warehouses to schools and students. The system will include a mobile application, backend data infrastructure, and a web-based dashboard to ensure real-time monitoring and data-driven decision-making.
Objectives of the Assignment:
- Design and develop a scalable Android-based mobile application with offline capabilities, QR/barcode scanning, and inventory management
- Establish a secure data pipeline enabling real-time synchronization and data integrity in low-bandwidth environments
- Develop an interactive web-based dashboard for visualization, reporting, and decision-making
- Build capacity among stakeholders including MOECHE staff, FMS education officers, and school personnel
- Ensure sustainability through documentation, source code handover, and maintenance protocols
Scope of Work:
The consultancy will cover five major components:
- Requirements Analysis and Stakeholder Engagement
- System Architecture and Design
- Development and Testing (mobile app, backend, dashboard)
- Capacity Building and Training
- Deployment, Piloting, and System Handover
The consultant firm will be responsible for delivering a fully functional, secure, and scalable system aligned with the needs of the Somali education sector.
Additional Requirements:
- The consultant will cover all logistical costs including travel, accommodation, and field expenses
- Compliance with MOECHE security procedures is mandatory
- The firm is responsible for all applicable taxes under Somali law
- The contract duration is 4 months (120 working days)
Qualifications and Experience:
- Minimum 5 years of experience in education technology or similar system development
- Proven experience in mobile app development, web dashboards, and data pipelines
- Experience working with NGOs or development partners
- Strong expertise in Android development, backend systems, APIs, and data security
- Ability to deliver multilingual and offline-first solutions
