A United Nations-affiliated organization is seeking an experienced consultant to support governance, political, and stakeholder analysis activities in Somalia. The role focuses on monitoring political developments, governance reforms, electoral processes, and stakeholder engagement to support ongoing development and institutional strengthening programmes across the country.
The organization has operated in Somalia for many years, delivering infrastructure, humanitarian, and governance-related projects in collaboration with government institutions, donors, and international partners.
Key Responsibilities
- Conduct political, governance, and security-related analysis relevant to project implementation.
- Monitor trends, risks, and developments affecting governance and electoral activities.
- Prepare analytical reports, briefing notes, and contextual assessments.
- Engage with government institutions, civil society groups, and other relevant stakeholders.
- Support field monitoring activities and provide implementation observations.
- Identify political or operational risks that may impact project delivery.
- Contribute to stakeholder communication and coordination in both Somali and English environments.
Reporting Deliverables
The consultant will provide:
- Inception report
- Monthly situational analysis briefings
- Bimonthly monitoring reports
- Stakeholder engagement updates
- Draft final report
- Final assignment report
Qualifications & Experience
- Bachelor’s degree in Political Science, International Relations, Public Policy, Law, Economics, or related field.
- Master’s degree is considered an advantage.
- Minimum 7 years of professional experience in governance analysis, policy research, political affairs, conflict analysis, or development programming.
- Strong understanding of Somalia’s political and security landscape.
- Excellent analytical and report-writing skills.
- Experience working with international organizations or development partners is an added advantage.
- Fluency in Somali and English is highly desirable.
