Midline Evaluation Consultancy – Girls’ Education Accelerator (GEA) Program

Location: All Federal Member States and Banaadir Region, Somalia
Duration: July 2, 2026 – August 30, 2026 (60 Days)
Reporting To: Senior MEAL Manager

About the Assignment

CARE International Somalia, acting as the Grant Agent for the Girls’ Education Accelerator (GEA) Program funded by the Global Partnership for Education (GPE), seeks a qualified consulting firm to conduct the Midline Evaluation of the GEA Program.

The evaluation will assess progress toward improving equitable access to quality and inclusive primary education, particularly for girls and children facing barriers such as displacement, disability, conflict, and social vulnerability. The assignment will generate evidence on program performance, effectiveness, outcomes achieved to date, and recommendations for strengthening implementation during the remaining project period.

Key Objectives

Assess progress toward the program’s intended outcomes.

Measure effectiveness of interventions aimed at increasing girls’ enrolment, retention, learning, and completion.

Evaluate institutional capacity strengthening efforts within education systems.

Identify lessons learned, challenges, and opportunities for improvement.

Provide actionable recommendations for stakeholders, including MOECHE, FMS Ministries of Education, CARE, and GPE.

Minimum Requirements

Valid Certificate of Registration from the Federal Ministry of Commerce.

Valid Tax Compliance Certificate from the Federal Ministry of Finance.

Technical Evaluation Criteria

Updated company profile and cover letter demonstrating technical expertise and availability.

Minimum seven (7) years of relevant experience.

Detailed technical proposal with methodology and work plan.

Proven experience conducting similar evaluations.

Qualified technical team with relevant CVs.

Strong assessment, data collection, analysis, and reporting capacity.

Proficiency in statistical software and data analysis tools.

Evidence of at least three similar completed assignments.

Deliverables

The selected consultant will conduct the midline evaluation, collect and analyze quantitative and qualitative data, prepare findings, and submit a comprehensive evaluation report with recommendations to support improved program implementation and impact.
