International Medical Corps (IMC) is seeking a qualified and experienced Consultant (LN) to conduct a comprehensive evaluation of an integrated humanitarian emergency response program currently being implemented in Somalia. This consultancy role is based in Mogadishu, with work covering several regions including Banadir, Middle Shabelle, Mudug, and Bay.

Somalia continues to experience a complex humanitarian crisis caused by recurring droughts, floods, conflict, displacement, disease outbreaks, and severe food insecurity. Millions of people require humanitarian assistance, including internally displaced persons (IDPs), women, children, and vulnerable communities with limited access to essential services. Weak health systems, limited infrastructure, and shortages of skilled healthcare workers have further intensified the crisis.

To address these challenges, International Medical Corps is implementing an 18-month multi-sector emergency response program designed to deliver integrated services across health, nutrition, WASH (Water, Sanitation, and Hygiene), mental health and psychosocial support (MHPSS), and gender-based violence (GBV) prevention and response. The program targets 646,865 people, including more than 300,000 internally displaced persons, through support to 23 health facilities, community outreach activities, and coordinated service delivery.

The Consultant will evaluate the program’s overall performance using internationally recognized humanitarian evaluation frameworks, particularly the ALNAP Evaluating Humanitarian Action criteria. The evaluation will assess the relevance, effectiveness, efficiency, coherence, impact, and sustainability of the program’s interventions. The consultant will also analyze program coverage, inclusiveness, protection integration, and accountability mechanisms.

Key responsibilities include conducting a desk review of project documentation, designing evaluation methodologies, developing data collection tools, training enumerators, supervising field data collection, analyzing both qualitative and quantitative data, and preparing comprehensive reports. The consultant will work closely with IMC program teams, government stakeholders, and community representatives to gather insights and validate findings.

Deliverables for this assignment include an Inception Report, finalized data collection tools, fieldwork outputs, a Preliminary Findings Presentation, a Draft Evaluation Report, participation in a validation workshop with stakeholders, and submission of a Final Evaluation Report containing recommendations and lessons learned.

The evaluation will also examine cross-cutting themes such as gender equality, disability inclusion, safeguarding, accountability to affected populations, and community feedback systems. Findings from this evaluation will inform future humanitarian programming and strengthen evidence-based decision-making for health and multisector interventions in Somalia.
