The Ministry of Health Development (MoHD) invites qualified consultants to support the review and development of a comprehensive National Sanitation & Hygiene Policy, Strategy, and Costed Implementation Plan.
Somaliland has seen progress in water supply coverage; however, sanitation and hygiene indicators remain stagnant, with declining basic sanitation coverage and persistent open defecation practices. The absence of a harmonized policy and strategic framework has limited effective implementation and coordination.
The consultancy aims to strengthen the sanitation and hygiene enabling environment through a structured policy reform process and development of an actionable, costed strategy.
To support MoHD in strengthening the sanitation and hygiene sector by developing:
A revised National Sanitation & Hygiene Policy
A comprehensive implementation strategy
A costed action plan aligned with national priorities
The consultant will:
Conduct inception meetings and planning sessions
Undertake a comprehensive desk review of existing policies and legal frameworks
Conduct key informant interviews with ministries, NGOs, development partners, and stakeholders
Carry out field visits across six regions, including schools, healthcare facilities, and communities
Prepare a policy discussion paper outlining key gaps and strategic direction
Draft the Sanitation & Hygiene Policy
Develop a costed implementation strategy and workplan
Facilitate two stages of stakeholder consultations
Finalize policy and strategy documents for government approval
The consultant will work closely with the MoHD Policy Drafting Committee to ensure ownership and sustainability of the policy process.

Ministry of Health Development Office – Hargeisa, Somaliland
Master’s Degree in Public Health, Environmental Health Engineering, Health Policy, or related field
Minimum 5 Years of experience working with government in WASH, public health, or education sectors
Proven experience developing national-level policy and strategic documents
Experience preparing national costed workplans
Experience in sanitation and hygiene programming
Strong technical writing and publication record
Excellent facilitation and communication skills
Ability to coordinate across multi-sectoral teams
Strong analytical and organizational skills
Experience in complex institutional environments
Expert knowledge of English (required)
Knowledge of Somali (desirable)
