INVITATION TO BID FOR CONSULTANCY

Logistics

Costs
Save the Children will pay the fees for the consultancy in a lump sum
and will not reimburse any incurred costs during the assignment. The
consultant will cover their Logistical arrangements and costs in the
country to coordinate and implement the consultancy.
6 Taxation Provisions The consultant shall be responsible for all Taxes arising from the
consultancy in line with the local Tax regulations applicable at the SCI
contracting office named above.
7 Travel requirements The consultant will cover their travel costs (tickets) and arrange local
travel to field sites if needed

EVALUATION CRITERIA
The proposals submitted by consultant firms will be evaluated based on the following criteria:

a) Terms & Conditions of Bidding

1 If the consultant operates as a firm, a valid Commercial License issued by the Ministry of Commerce and Industry of the Federal Government of Somalia is required. This requirement does not apply to individual consultants Pass/Fail
2 The Firm must provide a valid Tax Compliance Certificate issued by the Ministry of Finance and Industry of the Federal Government of Somalia, confirming good standing for the fourth quarter of 2025 (Q4 2025). This requirement does not apply to individual consultants

Capability Criteria (Technical Evaluation):
3 Technical Proposal:
The technical proposal must present a comprehensive, clear, and wellstructured description of the following elements:
a) Understanding of the Assignment – Demonstrate a thorough
grasp of the objectives, scope, and expected outcomes of the
assignment, including any key challenges and proposed
solutions. (10 marks)
b) Technical Aspects of the Proposal – Provide detailed information on the
technical approach, tools, and resources that will be utilized to deliver
the assignment effectively (10 marks)
c) Proposed Methodology – Outline the methodology to be applied,
ensuring it is practical, efficient, and aligned with the assignment’s
requirements. This should include data collection methods, analysis
techniques, and quality assurance measures. (10 marks)
d) Detailed Work Plan – Present a clear and realistic work plan that
specifies activities, timelines, milestones, and responsibilities. The work plan should demonstrate the ability to complete the assignment within
the agreed timeframe. (5 marks)

Experience
Experience in conducting similar assignments related to provision of consultancy services for School Safety and Learning Continuity Climate Smart Education Systems Initiative (CSESI) in Somalia or related fields. This to be evaluated based on:
a) Prior experience in conducting Consultancy on Consultancy for the
Development School Safety and Learning Continuity Climate Smart
Education Systems Initiative (CSESI) in Somalia or related activity– Please provide at least two contracts and/or LPOs - (15 Marks each carry 7.5 marks)
Submission of at least two CVs for the proposed technical team (lead
and Co-lead) clearly detailing relevant qualifications and professional
experience in Social Sciences, Education, Public Administration, Climate Change, or other related fields with A minimum of five years professional and work experience in research, evaluations and consultancies in relevant fields (education, climate change, education systems strengthening, national level governance and coordination mechanisms) will be prioritized (10 Marks each carry 5 marks)
b) Sustainability Policy aligned with Save the Children International Standards (10 marks max).
c) Cover letter introducing the company, outlining their technical expertise and interest in the assignment as well as their availability and commitment.
d) Updated Company Profile (Optional)

Sample of previous work: The consultant must share at least Two Copies of the previous similar reports relevant with the subject matter. (10 marks – with
each similar report being awarded 5 marks)

Financial proposal: submit a signed financial proposal/ budget of the tasks
should be broken down into modules, detailing the following: Consultancy fees,
tools development cost, Data processing & analysis, Communication, and
Reporting costs and other Miscellaneous (stationery, printing, etc.), inclusive of
the Mandatory taxes as per the laws of Somalia. (20 marks)
Detailed financial proposal with budget breakdown including all expenses, fees,
and taxes.

Note: For the technical analysis, the Firm must score 60% and above on the capability to be
considered in the next evaluation process and the ultimate decision will be based on interview
performance .

Skills and qualifications

The consultant will comply with standards of Save the Children Security
procedures, including the completion of SCI online security training
prior to travel to Somalia.
9 Professional quality
and Expertise
The following are the minimum requirements for the consultant to be
considered for carrying out the assignment
Education:
• Education and knowledge: Master’s degree in social sciences,
Education, Public Administration, Climate Change, or other
related fields.
Experience:
• A minimum of five years professional and work experience in
research, evaluations and consultancies in relevant fields
(education, climate change, education systems strengthening,
national level governance and coordination mechanisms) will
be prioritized.
• Skills: Exceptional analytical and communications skills and the
ability to contextualize global best practices for local application
• Language: Consultant will need to review and produce
documents in Somali and English
• Proven experience working with government ministries and
facilitating multi-stakeholder processes.
