Trócaire Somalia is seeking a qualified consultant or consultancy team to conduct a Performance and Effectiveness Evaluation of iCCM/iCCM+ Implementation in selected districts in Somalia.
Integrated Community Case Management (iCCM/iCCM+) is a community-based strategy aimed at improving access to essential child health services for children under five, particularly in fragile and hard-to-reach settings. Through trained Community Health Workers (CHWs), the programme addresses pneumonia, diarrhoea, malaria, and uncomplicated acute malnutrition.
This evaluation will generate actionable evidence to strengthen programme performance, inform donor engagement, and support policy dialogue.
To assess the performance, effectiveness, quality, and integration of iCCM/iCCM+ implementation in Trócaire-supported districts and provide practical recommendations for programme strengthening and sustainability.
The evaluation will be conducted in a purposively selected sample of sites within:

Dollow
Belet-Hawa
Ceelwaaq
Garbahaarey
Kismayo
Final site selection will be agreed during the inception phase.
The consultant/team will:
Review programme design, logframes, and implementation approaches
Analyse routine monitoring data and CHW registers
Conduct rapid data quality assessment
Undertake mixed-methods data collection
Assess integration between iCCM and nutrition services
Review supervision mechanisms and CHW support systems
Examine gender, equity, accountability, protection, and conflict sensitivity
Document best practices and lessons learned
The consultant is expected to propose a robust mixed-methods approach including:
Desk review
Quantitative data analysis
Caregiver interviews or limited household surveys
Focus Group Discussions (FGDs)
Key Informant Interviews (KIIs)
Structured observation of CHW service delivery
Sampling strategy will be defined in the Inception Report.

Duration: 8 Weeks
Indicative phases include inception, data collection, analysis, reporting, and validation workshop.
Master’s Degree or higher in Public Health, Epidemiology, Health Systems, Social Sciences, or related field
Minimum 7–10 Years of experience in public health programme evaluations in humanitarian or fragile contexts
Demonstrated expertise in iCCM, MNCH, child health, or primary health care
Strong mixed-methods evaluation experience
Experience in Somalia or similar fragile contexts preferred
Familiarity with routine health information systems and digital monitoring platforms
Strong analytical and report-writing skills
Ability to translate evidence into practical recommendations
High ethical standards and adherence to safeguarding principles
