Under the Somaliland Development Fund Phase 3 (SDF3), the Ministry of Livestock and Rural Development is implementing the Qool Caday Livestock Centre of Excellence Project (QLCE).
The project aims to strengthen climate resilience, promote inclusive economic growth, and enhance sustainable livestock production systems in Somaliland.
As part of the project, a 67 km perimeter fence and access-control structures will be constructed around the 8,000-hectare rangeland reserve.
The project seeks a qualified Site Engineer – Fencing Works to join the Project Management Team (PMT).
Qool Caday, Salaxlay District – Somaliland

Reporting to the Resident Engineer, the Site Engineer will supervise all fencing and access-control works, ensuring compliance with approved designs, quality standards, safety regulations, and environmental safeguards.
Supervise installation of posts, mesh, barbed wire, gates, and access-control structures
Ensure correct setting out, foundation depth, wire tensioning, and alignment
Enforce strict compliance with design tolerances and specifications
Coordinate with civil, electromechanical, and community teams
Lead Quality Assurance / Quality Control procedures
Conduct inspections, material verification, and manage non-conformance reports (NCRs)
Enforce Health, Safety, Environmental, and Social Safeguards standards
Monitor progress and verify quantities for certification
Prepare site documentation and handover records
Support preparation of Interim Payment Certificates (IPCs)
Bachelor’s Degree in Civil Engineering, Construction Engineering, Construction Management, or Structural Engineering
Membership in a recognized professional engineering body in Somaliland
Minimum 7 Years of post-qualification experience in construction supervision
Minimum 5 Years supervising linear or boundary infrastructure works (e.g., fencing or rural infrastructure)
Minimum 5 Years reviewing technical drawings, specifications, and as-built documentation
Minimum 5 Years direct experience supervising fencing or linear barrier systems
Minimum 3 Years supervising small concrete structural elements including reinforcement checks and testing
Experience in contract administration, reviewing variations, certifying quantities, and supervising contractor performance
Proficiency in AutoCAD and Microsoft Office
Familiarity with surveying tools
Knowledge of AutoCAD Civil 3D is an advantage
Fluency in Somali (Mandatory)
Excellent written and spoken English
