The International Committee of the Red Cross (ICRC) is recruiting a Premises Manager (Roving Electrician) to independently manage advanced electrical installation, maintenance, and technical supervision across ICRC facilities in Somalia.
The role ensures safe and efficient operation of electrical and energy systems in offices, warehouses, and health facilities while complying with ICRC Electrical Safety standards.
This position requires frequent travel between ICRC sites in Somalia to conduct inspections, installations, maintenance, and technical supervision.
Perform advanced electrical installations and corrective maintenance
Prepare technical designs, drawings, schematics, BOQs, and material lists
Ensure proper installation and safe operation of electrical systems
Conduct inspections and technical evaluations of infrastructure
Oversee electrical repairs and rehabilitation works
Supervise contractors and technical staff
Provide training and technical guidance to electrical personnel
Manage coordination with suppliers and service providers
Maintain electrical installation inventory across ICRC sites
Monitor stock levels of consumables
Conduct physical stock counts and ensure timely replenishment
Maintain accurate documentation and technical records
Ensure compliance with ICRC Electrical Safety Program (ESAP)
Inspect safety systems such as smoke detectors and fire extinguishers
Identify risks and provide mitigation recommendations
Prepare technical reports before and after maintenance works
Participate in site coordination meetings
Provide documented technical advice to management
Bachelor’s Degree in Electrical Engineering / Electro-Mechanical / Energy Engineering
OR
Equivalent professional experience
Electrical Safety Training (Required)
Knowledge of AutoCAD, Visio, or MS Project is an advantage
Minimum 6 years professional experience in electrical installation or related field
Experience reading and interpreting electrical drawings and schematics
Experience managing contractors and technical staff
Experience preparing technical reports and presentations
Experience with international humanitarian organizations (Asset)
Strong technical knowledge of electrical systems
Hands-on troubleshooting ability
Strong leadership and supervision skills
Detail-oriented and organized
Good knowledge of Somalia electrical standards
Strong reporting and documentation skills
Willingness to travel within Somalia
