The Ministry of Livestock and Rural Development (MoLRD), through funding from the Somaliland Development Fund (SDF) Phase 3, invites sealed bids from eligible and qualified contractors for the Construction and Rehabilitation of Haffir Dams at Qool Caday under the Qool Caday Livestock Centre of Excellence Project.
The Somaliland Development Fund (SDF) Phase 3 is designed to strengthen climate resilience among vulnerable communities across Somaliland while simultaneously increasing income and employment opportunities to reduce poverty. The program aligns with the National Development Plan 3 (NDP3) and Somaliland Vision 2030.
Under this initiative, the Ministry of Livestock and Rural Development has received funding to implement the Qool Caday Livestock Centre of Excellence Project. As part of this project, the Ministry intends to undertake construction and rehabilitation works on several Haffir Dams in Qool Caday to enhance water storage capacity, support livestock production, and improve climate adaptation measures.
The works are divided into three (03) separate lots/contracts:
• Lot 1: Haffir #4 and Haffir #6
• Lot 2: Haffir #3 and Haffir #5
• Lot 3: Haffir #1 and Haffir #2
The detailed scope of work, technical specifications, eligibility requirements, and qualification criteria are provided in the official bidding documents.
Bidding will be conducted in accordance with International Competitive Bidding (ICB) procedures as specified in the SDF Procurement Manual. The bidding process is open to all eligible and qualified bidders who meet the requirements outlined in the bidding documents.
Qualified construction firms with relevant experience in dam construction, water infrastructure projects, earthworks, and civil engineering are strongly encouraged to apply.

• Late submissions will be rejected.
