The Ministry of Agriculture and Irrigation (MoAI), Puntland State of Somalia, is implementing the Somalia Food Systems Resilience Project (S-FSRP) financed by the World Bank under Project ID P177816.
The project aims to strengthen food security systems, enhance resilience of agricultural and livestock production, and improve climate shock preparedness across Puntland.
The Project Coordination Unit (PCU) intends to recruit a qualified Project Engineer (State Level) under the Individual Consultant (INDV) selection method.
Garowe, Puntland State (with frequent travel within Puntland)
12 Months (renewable based on performance and project needs)
Lead technical planning and engineering review of infrastructure activities
Conduct feasibility studies and site assessments
Review or prepare designs, drawings, and Bills of Quantities (BoQs)
Supervise hydrogeological investigations and groundwater development
Supervise borehole drilling, pump testing, and water quality testing
Oversee irrigation systems, storage, and water distribution networks
Supervise construction and rehabilitation of ministry buildings and livestock facilities
Review contractor performance and enforce contractual obligations
Apply Quality Assurance / Quality Control procedures
Support procurement through technical specifications and bid evaluation
Ensure compliance with ESMPs and OHS standards
Submit monthly technical progress reports
Maintain proper engineering documentation
The Engineer will report to the State Project Coordinator and work closely with procurement, M&E, and safeguards teams.
Bachelor’s Degree in Civil Engineering (Mandatory)
Master’s Degree in Civil Engineering, Water Resources, or Hydrology (Advantage)
Minimum 10 Years of professional experience in construction/infrastructure projects
At least 5 Years experience in design, supervision, and management of civil or water infrastructure projects in Somalia
Minimum 3 Years experience working in fragile or post-conflict environments
Proven experience in groundwater development and borehole supervision
Experience in FIDIC contract administration and claims management
Experience in donor-funded projects (preferably World Bank)
Knowledge of Environmental and Social Framework (ESF) standards
Strong technical and analytical skills
Fluency in English and Somali
Ability to travel frequently to remote project sites
