Under the Somaliland Development Fund Phase 3 (SDF3), the Ministry of Livestock and Rural Development is implementing the Qool Caday Livestock Centre of Excellence Project, aimed at strengthening climate resilience, improving livestock productivity, and supporting sustainable land management.
The project includes rehabilitation of rangeland, construction of water infrastructure, veterinary clinics, demonstration farms, animal handling structures, buildings, and access roads.
SDF is recruiting a qualified Site Engineer – Civil Infrastructure Works to join the Project Management Team (PMT) and support supervision of civil works at Qool Caday, Salaxlay District.
The Site Engineer will report to the Resident Engineer and will be responsible for:
Planning and supervising all civil construction works
Ensuring technical compliance with approved designs
Enforcing quality control, safety, and environmental standards
Verifying materials and construction quality
Monitoring progress and certifying completed works
Supporting contract administration and payment certification
The position duration is 8 months.
Supervise construction and rehabilitation of buildings, animal structures, facilities, and access roads
Ensure compliance with approved drawings and technical specifications
Inspect foundations, concrete works, masonry, roofing, and finishes
Monitor earthworks and rehabilitation activities
Coordinate with electromechanical teams, fencing teams, and other stakeholders
Ensure smooth interface between disciplines
Resolve technical issues on-site
Enforce Quality Assurance / Quality Control procedures
Supervise material testing, reinforcement checks, slump testing, and concrete quality control
Ensure compliance with health, safety, and environmental standards
Monitor contractor performance and site safety
Monitor work progress and verify quantities
Maintain accurate site records and reports
Support preparation of payment certificates and Interim Payment Certificates (IPCs)
Review technical drawings, specifications, method statements, and as-built documents
Assist in preparing project handover documentation
Education
Bachelor’s Degree in Civil Engineering, Construction Engineering, Structural Engineering, or Construction Management
Membership in a recognized professional engineering body in Somaliland is required
Experience
Minimum 7 Years of post-qualification experience in civil infrastructure supervision
Minimum 5 Years experience supervising contractors on field-based civil works requiring strict control of levels, tolerances, and quality
Minimum 5 Years experience reviewing technical drawings and contract documents
Minimum 5 Years experience supervising building construction works including foundations, concrete, steel, roofing, and finishes
Minimum 3 Years experience supervising concrete works including reinforcement checks, testing, and quality control
Experience handling contract administration, variation orders, and payment certification is required
Skills
Proficiency in AutoCAD and Microsoft Office
Experience using surveying tools
Knowledge of AutoCAD Civil 3D is an advantage
Excellent written and spoken English
Fluency in Somali (Mandatory)
