KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority)
Under the supervision of the Data Analytics Team Lead, the Programme Policy Officer (Data Analyst) – NOA will be responsible for the following:
Data-Driven Targeting & Decision Support
Develop and operationalize data frameworks to improve identification and prioritization of vulnerable populations.
Design and maintain analytical tools to track beneficiaries included or excluded during monthly delivery cycles.
Data Assurance & Anomaly Detection
Identify and flag anomalies across corporate systems (SCOPE, COMET, WINGS) to ensure accurate reconciliation of programme data and transfers.
Support reconciliation across platforms (COMET, SCOPE, LESS) and ensure compliance with established procedures.
Monitor payment lists and enrolment data using dashboards, ensuring data integrity and system compliance.
Manage deduplication processes, including identification of biometric duplicates and enforcement of prevention controls.
Delivery Cycle Monitoring & Visualization
Develop and maintain dashboards showing real-time delivery cycle progress, key milestones, and operational status across area offices.
Produce analytical tools to monitor programme performance and beneficiary trends for decision-making.
Reporting, Automation & Performance Analysis
Produce monthly reconciliation and programme reports in coordination with programme and supply chain teams for senior management review.
Automate reporting systems and develop dashboards to support evidence-based operational improvements.
Capacity Building & Data Use
Collaborate with Country Office and Area Office teams to strengthen data use in decision-making.
Train staff on data extraction, interpretation, and reporting tools to improve data literacy and autonomy.
Data Governance & Continuous Improvement
Ensure compliance with organizational data governance, privacy, and security standards.
Support continuous improvement of analytics systems and tools in line with operational needs.
Provide ad hoc data analysis support to programme and delivery units as required.
