The European Union – Somalia Technical Assistance and Partnership Facility (TAPF) is a multi-year initiative supporting cooperation between the European Union and the Federal Government of Somalia to advance sustainable development and institutional strengthening.
Implemented by DAI Global Belgium on behalf of the European Union Delegation to Somalia, the project operates from Mogadishu and Nairobi and focuses on strengthening governance, planning systems, public service delivery, and policy dialogue.
As part of this initiative, the Banadir Regional Administration (BRA) seeks to strengthen institutional and technical capacities through targeted training aligned with the Mogadishu Transformation Plan (MTP).
Position Overview
The Senior Technical Advisor (STA) will lead the preparation of a comprehensive Training of Trainers (ToT) curriculum focused on implementation of the Mogadishu Transformation Plan (MTP) and deliver a structured training programme for BRA staff and district leaders.
The assignment aims to improve institutional understanding of urban governance, development priorities, planning systems, and service delivery mechanisms while creating a sustainable in-house training capacity within BRA.
Key Responsibilities
The STA will:
- Develop and prepare a practical ToT training curriculum on MTP implementation.
- Conduct desk reviews, stakeholder consultations, and institutional assessments.
- Engage BRA leadership, district administrations, civil society, and private sector stakeholders.
- Design training materials, presentations, manuals, and participant handouts.
- Facilitate a six-day ToT workshop for approximately 60 BRA staff and district officials.
- Provide mentoring and on-the-job technical support during the assignment.
- Support institutional learning, governance improvement, and strategic planning practices.
- Incorporate stakeholder feedback into the final curriculum and training package.
Expected Deliverables
- Inception Report and assignment roadmap.
- Stakeholder consultation and assessment findings.
- Draft and final ToT training curriculum.
- Workshop presentations and training materials.
- Facilitation of ToT training sessions.
- Finalized curriculum aligned with the Mogadishu Transformation Plan (MTP).
- Administrative and technical handover documentation.
Qualifications & Experience
Candidates should possess:
- Master’s Degree (preferred) in Public Policy, Strategic Planning, Project Management, Curriculum Development, Business Administration, or related fields.
- Minimum 8 years of relevant professional experience in advisory, training, curriculum development, or institutional capacity building roles.
- Prior experience working with international organizations, government institutions, NGOs, or development programmes.
- Proven experience in ToT facilitation and curriculum development.
- Strong analytical, communication, facilitation, and organizational skills.
- Excellent command of English and Somali.
- Strong understanding of Somalia’s governance and development context, especially Mogadishu and the MTP framework.
