Project Manager - Anticipatory Action

Danish Refugee Council is recruiting an Anticipatory Action (AA) Project Manager for the AHEAD Project in Mogadishu. The position focuses on leading anticipatory action programming aimed at improving early warning systems and proactive humanitarian responses to conflict-induced displacement.

The AA Project Manager will serve as the national lead for the AHEAD project, overseeing strategic planning, coordination, implementation, partnerships, evidence generation, and operational leadership.

Main Responsibilities

Strategic Leadership & Coordination

  • Lead national Anticipatory Action programming in Somalia
  • Coordinate with global, regional, and country-level AA teams
  • Engage government authorities, UN agencies, NGOs, and community stakeholders
  • Represent DRC in humanitarian coordination platforms and AA technical working groups
  • Promote the use of displacement forecasting models and early warning systems

Programme Implementation

  • Design and oversee anticipatory action plans, trigger mechanisms, and readiness activities
  • Ensure quality implementation aligned with humanitarian principles and donor requirements
  • Supervise community engagement, accountability, and protection mainstreaming
  • Lead rapid operational responses when triggers are activated
  • Support conflict-sensitive programming and “Do No Harm” approaches

Capacity Building & Learning

  • Train staff and partners on anticipatory action concepts and systems
  • Work with data and learning teams to strengthen evidence-based programming
  • Document lessons learned and contribute to national and global learning initiatives

Advocacy & Business Development

  • Support proposal development and donor engagement
  • Advocate for anticipatory action within national policy and humanitarian systems
  • Promote sustainable financing for anticipatory response mechanisms

Reporting & Budget Management

  • Ensure timely donor and internal reporting
  • Monitor budgets, expenditures, and project compliance
  • Coordinate with finance, supply chain, and HR teams
  • Ensure accountability and risk management throughout project delivery

Qualifications & Experience

  • Bachelor’s degree in Development Studies, International Development, Social Sciences, or related field
  • Minimum 5 years of experience in disaster risk management or anticipatory action programming
  • Experience designing anticipatory action projects and trigger systems
  • Strong understanding of early warning systems and displacement forecasting
  • Experience in humanitarian coordination and conflict-sensitive programming
  • Strong communication, stakeholder coordination, and project management skills
  • Fluency in English and Somali required

Contract Details

  • Location: Mogadishu
  • Contract Length: 1 year with possible extension
  • Employment Band: M-F2
  • Start Date: 1 July 2026
  • Reporting To: Area Program Manager
