Pastoralist In Action Development Organization (PIADO) is a national, non-profit Civil Society Organization established in July 2019 under the Ethiopian Federal Civil Society Organizations Proclamation No. 1113/2019. The organization operates across Somali and Oromia Regional States, focusing on improving the resilience and livelihoods of vulnerable pastoralist and agro-pastoralist communities, internally displaced persons (IDPs), women, and children.

PIADO delivers integrated humanitarian and development programs across multiple sectors, including Health and Nutrition, WASH, Food Security and Livelihoods, Shelter/NFI, Education, Protection, Gender Equality, Climate Change Adaptation, and Disaster Risk Reduction. Through its community-driven and multi-sectoral approach, PIADO addresses both immediate humanitarian needs and long-term development challenges.

PIADO is currently implementing a Trigger-based Anticipatory Action Pilot Project in the Dawa Zone of the Somali Region. This initiative focuses on reducing the impact of drought and climate-related shocks by activating early interventions based on predefined triggers, strengthening early warning systems, and enhancing community resilience.

Job Purpose:
The Project Manager will lead the overall planning, coordination, implementation, and monitoring of the Anticipatory Action Pilot Project. The role ensures timely delivery of activities aligned with early warning triggers, donor requirements, and organizational standards, while strengthening community-based systems and youth engagement initiatives.

Key Responsibilities:

Project Management and Implementation:

  • Lead planning and execution of project activities in line with approved plans and budgets
  • Ensure timely activation of interventions based on early warning triggers
  • Oversee field implementation across targeted districts in Dawa Zone
  • Ensure integration of multi-sectoral responses including WASH, food security, livelihoods, and nutrition

Community Engagement and Systems Strengthening:

  • Facilitate formation and strengthening of Community-based Early Warning System (CbEWS) committees
  • Promote community participation in risk monitoring and early warning communication
  • Support development of local early warning communication channels
  • Establish and guide School Anticipatory Action (AA) Clubs to engage youth in climate resilience

Coordination and Partnership:

  • Coordinate with government authorities, humanitarian actors, and partners
  • Represent PIADO in coordination meetings and cluster platforms
  • Strengthen collaboration with schools, education offices, and community leaders

Monitoring, Evaluation, Accountability, and Learning (MEAL):

  • Establish monitoring systems for tracking triggers and response timelines
  • Monitor functionality of community systems and school clubs
  • Oversee data collection, analysis, and reporting
  • Document lessons learned and best practices

Financial and Administrative Management:

  • Manage project budget in compliance with donor and organizational policies
  • Ensure efficient use of resources and timely financial reporting
  • Oversee procurement and logistics processes

Team Leadership and Capacity Building:

  • Supervise project staff and field teams
  • Build capacity of staff and communities on anticipatory action and early warning systems
  • Promote teamwork, accountability, and performance management

Safeguarding, Gender, and Inclusion:

  • Ensure integration of gender, protection, and inclusion principles
  • Promote participation of women, youth, and persons with disabilities
  • Ensure compliance with safeguarding and PSEA policies
