The objective is to secure reliable air transport services using fixed-wing aircraft with a seating capacity of 8 to 15 passengers (PAX) to support humanitarian operations across Somalia.

Mandatory Deliverables for Eligibility: To participate in the subsequent bidding process, companies must be prepared to submit the following:
Company Profile & Fleet Details: Comprehensive overview of the organization and specific aircraft specifications (8–15 PAX).
Aviation Certification: Valid Air Operator Certificate (AOC) and all relevant aviation authority certifications.
Safety & Risk Management: Detailed Safety Management Systems (SMS), Emergency Response Plans (ERP), and specific evacuation procedures/communication plans.
Operational Personnel: A complete crew qualification matrix and proof of specialized training.
Maintenance: Recent and detailed aircraft maintenance reports.
Compliance & Finance: Business registration, tax documentation, valid insurance certificates, and a clear financial proposal/pricing structure.
