FCA is recruiting a qualified candidate for the position of Procurement & Logistics Officer based in Mogadishu, Somalia.
Position Title: Procurement & Logistics Officer
Reporting To: Procurement & Logistics Coordinator
Duty Station: Mogadishu, Somalia
Employment Type: Locally Hired – National Position
Contract Duration: 10 Months (With Possibility of Extension)
Start Date: As Soon As Possible
The Procurement & Logistics Officer supports and manages all procurement and logistics activities for project implementation in the Mogadishu office.
The role ensures:
Accurate documentation
Compliance with FCA procedures and donor regulations
Timely operational support to program teams
Efficient procurement and contract management
Support preparation of procurement plans according to FCA procedures and donor requirements
Review purchase requests for completeness and alignment with approved plans
Guide program teams on specifications and documentation requirements
Conduct regular market surveys to identify suppliers, pricing, and product availability
Maintain updated price lists and supplier databases
Collect quotations and technical information for procurement planning
Review and process purchase requisitions
Prepare RFQs, ITBs, purchase orders, and draft contracts
Issue tender documents to suppliers
Ensure competitive procurement processes
Prepare bid analysis and procurement documentation for approval
Act as secretary for the procurement committee
Negotiate prices to ensure best value for money
Verify procurement accuracy before payment processing
Ensure compliance with FCA and donor regulations
Maintain and update procurement tracking sheets
Keep procurement records properly archived for audits
Maintain updated list of authorized suppliers
Monitor supplier performance
Update supplier performance records regularly
Prepare and review contracts
Maintain contract tracking sheets
Monitor contract expiry dates
Ensure timely contract implementation and closure
Maintain full documentation for audit compliance
Education
Minimum Bachelor’s Degree in Accounting, Logistics, Business Administration, or related field
Experience
Minimum 3 Years of experience in Procurement and Logistics
Skills & Competencies
Strong knowledge of Microsoft Word and Excel
Ability to work independently
Strong analytical and problem-solving skills
Ability to work in high-risk security environments
Fluent written and spoken English
