The Norwegian Refugee Council (NRC) is an independent humanitarian organization dedicated to helping people forced to flee due to conflict, disasters, and displacement. Established after World War II, NRC now operates in more than 30 countries, delivering life-saving assistance and long-term support to vulnerable populations. In Somalia, NRC has been providing humanitarian assistance since 2021 through integrated programs in shelter, education, livelihoods, food security, WASH, and Information, Counselling, and Legal Assistance (ICLA).
NRC Somalia is part of the East and South Africa regional operation, delivering large-scale humanitarian and recovery interventions across multiple countries. The organization focuses on enhancing protection, improving living conditions, and promoting durable solutions for internally displaced persons (IDPs), returnees, and vulnerable host communities.
NRC is currently seeking a qualified and motivated ICLA and Protection Officer to support its operations in Dhusamareeb, Galmudug State. This role is critical in implementing protection and legal assistance programs, ensuring vulnerable populations have access to their rights, protection services, and legal remedies.
The successful candidate will lead the day-to-day implementation of ICLA and protection activities, provide direct support to affected communities, and contribute to strengthening protection mechanisms in complex humanitarian settings.
Key Responsibilities:
• Implement protection and ICLA activities in accordance with NRC strategies and operational plans
• Provide high-quality case management services for vulnerable individuals and high-risk protection cases
• Conduct detailed protection assessments and identify individuals in need of assistance
• Deliver information, counselling, and legal assistance services to displaced and vulnerable populations
• Identify and refer cases requiring specialized support, including individual protection assistance (IPA)
• Accompany beneficiaries to referral services when necessary
• Support data collection through Protection and Solutions Monitoring Network (PSMN)
• Monitor camp management activities and ensure adherence to humanitarian standards
• Maintain accurate and confidential records of beneficiary information
• Develop and submit regular reports on program activities and achievements
• Build and maintain relationships with service providers and protection actors
• Promote continuous improvement of protection programming and service delivery
Qualifications and Requirements:
• University degree in Law, Social Studies, Development Studies, or a related field
• Minimum of 3 years of relevant experience in protection, human rights, or legal assistance within NGOs or international organizations
• Experience working in complex and volatile humanitarian environments
• Proven experience in case management and protection programming
• Strong understanding of international protection standards and humanitarian principles
• Experience in monitoring, evaluation, accountability, and data collection systems
• Strong analytical and problem-solving skills
• Excellent communication skills and ability to work with diverse communities
• Fluency in English (written and spoken)
• Knowledge of Somali context and prior experience working in Somalia is highly desirable
