UN Women, grounded in the principles of gender equality and women’s empowerment, is recruiting a Women, Peace and Security (WPS) Specialist – P3 to support implementation of the Women, Peace and Security portfolio in Somalia.
The role focuses on strengthening coordination, implementation, monitoring, and advocacy of the National Action Plan on Women, Peace and Security (NAP 2022–2026) and supporting the development of the second NAP.
The WPS Specialist will provide technical leadership, programme management, partnership coordination, reporting, and strategic guidance to government institutions, UN partners, civil society organizations, and stakeholders at federal and state levels.
Lead implementation of WPS programme activities
Develop annual workplans and oversee execution
Supervise programme staff and consultants
Manage implementing partners and ensure compliance
Monitor financial performance and budget variance
Ensure timely reporting and results tracking
Provide strategic guidance on WPS programming
Conduct conflict and gender analysis
Align interventions with national peacebuilding priorities
Support implementation of NAP on WPS
Ensure integration with governance, humanitarian, and development efforts
Apply Results-Based Management (RBM) tools
Monitor progress against Results and Resources Framework (RRF)
Prepare donor reports and project updates
Conduct field missions to Federal Member States
Support midterm and final evaluations
Coordinate with ministries, UN agencies, donors, CSOs
Support Technical Working Groups and stakeholder forums
Organize consultations with women leaders and partners
Strengthen linkages with SSR, governance, and economic empowerment actors
Develop policy briefs and advocacy materials
Document best practices and lessons learned
Lead communication efforts on WPS achievements
Contribute to regional and global knowledge exchanges
Master’s Degree in Social Sciences, Human Rights, Gender Studies, International Development, or related field

Bachelor’s Degree + Two additional years of relevant experience
Minimum 5 Years of progressively responsible experience in programme design, implementation, monitoring, and evaluation
Technical experience in Women, Peace and Security in post-conflict settings (Required)
Experience coordinating with government and donors (Asset)
Experience working within the UN system (Asset)
Experience managing teams (Asset)
Strong programme management skills
Excellent knowledge of Results-Based Management
Strong analytical and reporting skills
Strong leadership and coordination skills
Ability to manage budgets and operational plans
Strong networking and stakeholder engagement abilities
Knowledge of post-conflict environments (Advantage)
Fluency in English (Required)
Knowledge of another UN official language (Desirable)
