The Federal Government of Somalia (FGS), through its Ministry of Finance (MoF), is implementing the Somalia Productive, Resilient, and Inclusive Growth (SPRING) Project, a major national initiative aimed at strengthening economic growth and private sector development. Established in 2012, the Federal Government of Somalia is the internationally recognized governing authority responsible for rebuilding national institutions and driving socio-economic progress across the country.
The SPRING Project, launched in May 2025 with financial support of approximately US$105 million from the World Bank and the Somalia Multi-Partner Fund, focuses on improving the business environment, strengthening financial systems, and increasing access to finance for micro, small, and medium enterprises (MSMEs). The project includes key components such as regulatory reforms, digital ID rollout, financial sector strengthening, and resilience-building initiatives.
To support effective implementation and visibility of the project, the Ministry of Finance is seeking a qualified Communications Specialist to join the Project Implementation Unit (PIU). The role aims to enhance communication, stakeholder engagement, and public awareness of SPRING activities and results at both national and international levels.
The Communications Specialist will be responsible for designing and implementing a comprehensive communication strategy that ensures consistent messaging and effective dissemination of project information.
Key Responsibilities:
• Develop and implement a comprehensive communication strategy for the SPRING project
• Ensure consistent messaging across stakeholders, media, and communication platforms
• Produce high-quality communication materials including press releases, reports, and multimedia content
• Coordinate public engagement activities, stakeholder meetings, and outreach events
• Strengthen project visibility and promote results to national and international audiences
• Provide strategic advice on media relations and public communication practices
• Support reporting processes by integrating communication outputs and achievements
• Guide the PIU on best practices for information dissemination and branding
• Build relationships with media houses, partners, and key stakeholders
Qualifications and Requirements:
• Bachelor’s degree in Communications, Journalism, International Relations, Business Administration, or a related field
• Minimum of 5 years of relevant experience in communications, journalism, or related sectors
• Strong written and verbal communication skills in both English and Somali
• Proven experience in developing communication strategies and producing multimedia content
• Demonstrated experience in media relations and stakeholder engagement
• Ability to deliver media training and manage public communication initiatives
• Strong project management, analytical, and organizational skills
• Excellent interpersonal, teamwork, and negotiation abilities
• Experience working with government institutions or donor-funded projects, particularly in fragile contexts
• Proficiency in MS Office, design software, and social media platforms
Assignment Duration:
The consultancy will be conducted over a period of 12 months from the start date.
