The National Election Board of Ethiopia (NEBE), re-established by Proclamation No. 1133/2011, is a constitutionally mandated institution responsible for conducting elections, organizing referendums, and regulating political parties in Ethiopia. As part of its ongoing efforts to strengthen institutional capacity, NEBE is focused on enhancing its human resource capabilities across regional offices.
NEBE is currently seeking a qualified and competent Human Resources and Administration Expert to be based in its Gode Regional Office. The successful candidate will play a key role in supporting HR functions, ensuring compliance with policies, and contributing to organizational effectiveness through efficient human resource management practices.
Job Summary:
The HR & Administration Expert is responsible for implementing HR functions at the regional level, including recruitment support, employee relations, performance management, and administrative duties. The role also involves close collaboration with the head office HR team and providing advisory support to the Regional Head.
Key Responsibilities:
- Assist in onboarding new employees and ensuring smooth workplace integration
- Address employee concerns, conflicts, and grievances professionally and promptly
- Provide guidance on HR policies and procedures to staff and management
- Support performance appraisal processes, including goal setting and feedback
- Analyze performance data and prepare reports for management and head office HR
- Maintain accurate and up-to-date employee records and HR databases
- Contribute to employee engagement initiatives such as surveys and recognition programs
- Organize staff events and activities to promote a positive work environment
- Support recruitment and training activities at the regional office level
- Assist in performance management and review processes
- Organize training programs to enhance staff skills
- Maintain attendance records and employee data in compliance with policies and legal requirements
- Support disciplinary and grievance procedures in coordination with the Regional Head
Qualifications and Experience:
- Master’s or Bachelor’s degree in Human Resource Management, Business Administration, Management, Public Administration, Development Management, or a related field
- Minimum of 5 years’ experience for Master’s degree holders or 7 years for Bachelor’s degree holders
