BACKGROUND
The Somali Development and Reconstruction Bank (SDRB) is the national development finance institution

ROLE SUMMARY

Reporting to: Director of Corporate Services
Expected Start Date: January 1, 2026

 

The Human Resource Manager will lead the design, development, and execution of SDRB’s human
resource strategy, policies, and frameworks to ensure a skilled, motivated, and accountable workforce that
supports the Bank’s strategic objectives. The role includes workforce planning, recruitment and selection,
performance management, learning and development, compensation and benefits, and employee relations.
The manager will guide policy formulation, ensure compliance with Somali labor laws and international
standards, promote a culture of integrity and professionalism, and strengthen institutional systems for
effective talent management, staff engagement, and organizational performance. The role ensures SDRB
operates with modern HR governance structures that attract and retain skilled professionals while
maintaining compliance with national labor laws and best practices.

DUTIES & RESPONSIBILITIES
Strategic HR Leadership
 Develop and implement the SDRB Human Resource Strategy aligned with the Bank’s strategic plan.
 Design and update the HR policy manual, ensuring compliance with Somali labor laws and international standards.

 


 Provide strategic advice to senior management on workforce planning, talent management, and organizational structure.
 Prepare annual HR plans and budgets, including staffing forecasts and cost projections.
 Lead institutional initiatives on culture, change management, and organizational development.
Policy Development and Institutional Frameworks
 Lead the design and development of the SDRB Human Resource Policy Manual, covering all HR functions (recruitment, compensation, performance, discipline, training, and exit).
 Develop HR governance frameworks including:
 HR Strategy and Annual Workforce Plan.
 HR Standards and Procedures Manual.
 Job Classification and Grading Framework.
 Compensation and Benefits Policy.
 Recruitment and Selection Procedures.
 Performance Management Framework (PMF).
 Code of Conduct and Ethics Policy.
 Leave, Attendance, and Working Hours Policy.
 Training and Development Framework.
 Staff Welfare and Occupational Safety Policy.
 Gender, Diversity, and Inclusion Policy.
 Establish and operationalize standard operating procedures (SOPs) for all HR functions.
 Regularly review and update HR policies to align with legal, operational, and institutional changes

 

Recruitment and Selection
 Manage end-to-end recruitment and selection processes to ensure merit-based, transparent hiring.
 Oversee onboarding, orientation, and induction programs to integrate new staff effectively.

 


 Maintain an updated organizational structure and job description database reflecting current roles and reporting lines.
 Develop and manage staff contracts, renewals, and exit processes in compliance with labor laws and SDRB regulations.

 

Performance Management and Capacity Development

 Implement SDRB’s PMF linking individual performance to departmental and institutional objectives.
 Coordinate annual performance appraisal cycles and ensure timely reviews.
 Provide training to managers and staff on performance planning, coaching, and feedback.
 Monitor compliance with performance contracts and maintain performance records.
 Identify training needs across departments through skills gap assessments.
 Develop and implement an annual training and capacity-building plan.
 Liaise with development partners, training institutions, and consultants for tailored programs.
 Evaluate the effectiveness of training programs and their impact on staff performance.
Compensation and Benefits
 Administer the Bank’s salary structure, pay grades, and benefit in line with approved HR policies.
 Conduct regular salary benchmarking to ensure competitiveness and fairness.
 Manage payroll coordination, ensuring accuracy, confidentiality, and compliance with tax and pension laws.
 Develop and maintain competitive compensation and benefits structures benchmarked to national and sector standards.
 Administer payroll, leave management, and staff benefits accurately and timely.
Employee Relations and Welfare
 Promote a positive work environment built on mutual respect and integrity.
 Handle staff grievances, disciplinary procedures, and conflict resolution objectively.
 Ensure compliance with the Bank’s Code of Conduct and ethics standards.
 Coordinate welfare activities and employee engagement programs.
HR Governance, Compliance, and Reporting
 Ensure HR operations comply with applicable laws, regulations, and donor requirements.
 Maintain up-to-date HR records, contracts, and personnel files with strict confidentiality.
 Prepare periodic HR reports and workforce analytics to support management decision-making.
 Contribute to internal and external audits, and implement recommendations related to HR and compliance.
 Ensure compliance with national labor laws, tax, and employment regulations.
 Perform all other tasks and duties as may be assigned by Management (e.g., Director General or the Director of the Department.
HR Administration and Compliance
 Maintain accurate and secure HR records and personnel files.
 Ensure compliance with national labor laws, tax, and employment regulations.
 Prepare HR reports and analytics for management and the Board.
 Support internal and external HR audits.

Skills and qualifications

QUALIFICATIONS AND SKILLS REQUIRED
 Master’s degree in human resource management, Business Administration, or related discipline.
 Proven experience in performance management, job evaluation, and HR systems.
 Excellent organizational, interpersonal, and communication skills. Ability to handle confidential information responsibly and professionally according to departmental procedures.
 Knowledge of Somalia labor laws and ability to fully understand organization’s HR policies & procedures. Dynamic and results-oriented, capable of thriving in a demanding and fast-paced environment.

EXPERIENCE
At least 6 years of professional and verifiable experience in Human Resources management, with a minimum of 3 years in a dedicated Human Resources position at the managerial level. Strong background in recruitment, employee relations, performance management, and HR policy administration.
