1.0 BACKGROUND
The Somalia Food Systems Resilience Project (FSRP) is part of a broader regional initiative supported by the World Bank under a Multiphase Programmatic Approach (MPA). It addresses the interconnected challenges of food insecurity, climate change, and conflict by strengthening food systems and enhancing the capacity of institutions and communities to respond to shocks at the national, sub-national, and regional levels.
In Somalia, the project focuses on revitalizing agri-livestock research, seed systems, and extension services, while promoting climate-smart agricultural practices through strong community institutions. It also supports improved water access, rangeland management, and animal health services, alongside investments in food safety, value addition, and market integration to build resilient agricultural value chains. It seeks to achieve this by rejuvenating Somalia's agri-livestock research institutions, seed systems, and extension services and developing community institutions that can anchor adaptation of climate-smart agri-livestock practices, strengthening the availability of water and improved rangelands management for resilient agriculture and livestock production; support animal health services, enhancing the integration of the production systems to domestic and regional markets, with appropriate investments in food safety and value addition, and establishing an enabling policy and institutional framework at a sub-national, national and regional level capable of supporting food systems resilience for Somalia.
The Southwest State of Somalia (SWS) is establishing a core multi-sectoral Project Implementation Unit (PIU), herein referred to as the State Project Coordination Unit (SPCU), supervised by the Ministry of Agriculture and Irrigation. The role of the SPCU is to support the management, coordination, implementation, monitoring, and evaluation of project activities and investments. The SPCU will be staffed with key positions to ensure efficient implementation of the S FSRP (P177816) and careful mitigation of identified risks. Considering the centrality of livestock to livelihoods and the food system in SWS, and the need to enhance productivity and resilience (Components 1 & 3) in a challenging environment, S-FSRP SWS will recruit a Livestock Technical Advisor (LTA) to add to the SWS project team of technical specialists. This role is essential for identifying, promoting, implementing, and managing risks specifically related to livestock production, feed/fodder management, climate-smart husbandry practices, and related value chain aspects across relevant project components, thereby contributing to project success and resilience goals.
2.0 Objectives of the Assignment
The primary objective for the Livestock Technical Advisor is to guide and support the effective technical design, implementation, management, and monitoring of sustainable and climate-resilient livestock production activities under the S-FSRP within Southwest State, fully aligned with the S-FSRP PIM and relevant state priorities.
The Livestock Technical Advisor will ensure interventions related to livestock productivity, feed/fodder management, climate adaptation, and related market linkages are technically sound, contextually appropriate for SWS pastoral/agro-pastoral systems, participatory, and contribute demonstrably to improved livelihoods, food security, and system resilience.
The Ministry of Agriculture and Irrigation at Southwest State now invites eligible consultants (“Consultants”) to indicate their interest in providing the above-mentioned Services. Interested Individual Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services and furnish the Curriculum Vitae (CV), copies of educational and experience references letters.
Attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November 2017, August 2018, and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations. Interested individual Consultants may obtain the Terms of Reference (in person or by e-mail) at the address below during office hours from 8.00 a.m.– 4.00 p.m. Saturday to Thursday except for public holidays.
3.0 The proposed duration for the assignment is twelve (12) calendar months from the start date.
4.0 Selection Criteria
This senior technical position requires a results-oriented professional committed to community-driven approaches for empowering communities and producer organizations through livestock advisory services. The right candidate will be a good team player with the following qualifications:
• An advanced university degree (Master's or equivalent) in Animal Production, Animal Science, Livestock Management, Agricultural Extension (with livestock focus), Veterinary Medicine (with strong production/nutrition experience), or a relevant field from a recognized university.
• Minimum of 10 years of relevant professional experience in livestock production and management, project implementation, or agricultural development, preferably in Somalia or similar Horn of Africa contexts.
• At least 3+ years of direct experience working with pastoral and agro-pastoral communities on livestock improvement initiatives.
• Demonstrated technical experience in feed/fodder production, conservation, and utilization strategies, particularly in ASAL environments.
• Experience in designing and delivering agricultural extension programs and farmer/pastoralist training, particularly related to livestock.
• Experience in preparing livestock production guidelines, project manuals, or extension materials.
• Solid understanding of pastoral and agro-pastoral production systems in Somalia/SWS, including dryland resource management practices and challenges.
• Practical experience in designing and implementing results management/M&E systems related to livestock activities, including data collection and analysis.
• Experience working effectively within government structures (particularly MoAI/MoLFR at state level) and collaborating with NGOs and the private sector is essential.
• Experience with donor-funded projects (World Bank experience highly advantageous), including familiarity with PIMs.
• Experience in animal health aspects related to production (e.g., nutritional deficiencies, preventative measures) is required, demonstrating ability to coordinate effectively with animal health specialists (LDS).
Other Competencies and Requirements:
• Excellent communication skills in English (written and spoken).
• Good analytical and technical report writing skills.
• Excellent computer skills, including Microsoft Office tools (Word, Excel, PowerPoint) and familiarity with data management.
• Strong interpersonal skills and ability to facilitate community consultations and training effectively.
• Proven capacity for technical leadership and advisory support in the livestock sector.
• Demonstrated cultural sensitivity and adaptability to work effectively in the SWS context.
• Ability to work collaboratively within a multi-disciplinary team.
• High standards of professional ethics and integrity.
• Willingness and ability for frequent travel to project field sites across SWS, adhering to security protocols.
