Job description
The Khartoum Process, also known as the EU-Horn of Africa Migration Route Initiative, is a regional dialogue on migration issues. It serves as a platform for policy cooperation between countries along the migration route between the Horn of Africa and Europe and facilitates collaboration and information exchange. The objective of the consultancy is to develop an action plan and roadmap for the Government of Djibouti to strengthen migration governance and Djibouti's engagement in the Khartoum Process. The roadmap and action plan will be shared with the Khartoum Process managers (DG INTPA & ICMPD) to facilitate the implementation of the Action Plan and its integration with relevant Khartoum Process initiatives.

Specifically, this involves:
Participatively develop Djibouti's action plan on the Khartoum process with a budgeted roadmap.
Identify strategies and measures that can promote the implementation of this action plan and roadmap
Define a mechanism for monitoring and evaluating the implementation of the action plan and roadmap
Train all stakeholders on the various initiatives of this action plan.
IV- Expected results
A Djibouti action plan on the Khartoum process is developed and validated during a workshop bringing together the stakeholders concerned.

V- Description of expected activities
Activity 1: Develop a Djibouti action plan and a budgeted roadmap on the Khartoum process
Map and assess institutional and civil society partners at the national level engaged in the Khartoum process.
Organize 1 participatory workshop to gather information needed to develop the action plan and budgeted roadmap. Logistics will be handled by the IOM.
Based on the information collected and a documentary review and regional and international guidelines, develop the action plan and roadmap and a mechanism for monitoring and evaluating the implementation of the said procedures.

VII - Expected deliverables and provisional schedule
The implementation period of the mission is 45 days spread between August 15 and October 15, 2025. Payment for the consultation will be made by partial invoicing after receipt and final validation of the deliverables by the IOM according to the following schedule:

Qualifications
Technical and functional qualifications required for the assessor
The international consultant sought for this study must have the following qualifications:
Have good experience in mixed methods of social science research (qualitative and quantitative approaches) and gender-sensitive participatory approaches;
Have a good knowledge and experience of issues relating to migration, regional and international cooperation in migration matters, human rights, etc.
Have a good knowledge of the migratory context in the East and Horn of Africa,
Have proven experience in writing study reports in French. A good command of English would be an asset;
Have experience in conducting evaluations/studies
Be open to changes and able to receive/integrate feedback;
Have good teamwork and field skills;
Demonstrate integrity by complying with the values and ethical standards of the United Nations and IOM;
Demonstrate high sensitivity and adaptability to culture, gender, religion, race, nationality and age.
Languages
Excellent command of French (written and oral)
A good command of English would be an asset
