Conducted an independent final-term evaluation of a multi-year community empowerment project aimed at accelerating the abandonment of Female Genital Mutilation/Cutting (FGM/C) in Somaliland. The evaluation assessed the project's effectiveness, relevance, efficiency, sustainability, and overall impact in transforming harmful social norms, strengthening community-led advocacy, enhancing survivor-centered services, and influencing policy and legislative reforms.
The assignment involved designing evaluation methodologies, conducting qualitative and quantitative data collection, engaging key stakeholders including community leaders, women’s groups, health workers, civil society organizations, and government institutions, analyzing project outcomes, and producing evidence-based findings and recommendations.
Key areas assessed included social norms transformation, community ownership, gender and power dynamics, institutional capacity strengthening, policy advocacy, survivor support mechanisms, sustainability of interventions, and the scalability of the Self-Help Group (SHG) and Cluster Level Association (CLA) model for FGM/C abandonment.
The evaluation generated strategic learning and actionable recommendations to support future programming, strengthen community-based protection systems, and contribute to national efforts aimed at ending FGM/C and promoting the rights of girls and women in Somaliland.
