BACKGROUND
The Somali Development and Reconstruction Bank (SDRB) is the national development finance institution
dedicated to promoting inclusive economic growth and reducing poverty. The Bank plays a pivotal role in
advancing Somalia’s key sectors including agriculture, livestock and fisheries, renewable energy and
infrastructure while catalyzing private investment across the country. SDRB is currently implementing an
ambitious reform agenda to modernize its operations and strengthen institutional effectiveness. This
includes a comprehensive organizational restructuring, and the adoption of robust governance frameworks
aligned with international best practices.

ROLE SUMMARY

Post Title: Senior ICT Manager
Department: ICT Department
Duty Station: SDRB Main Office (Mogadishu)
Contract type: Permanent (with a three-month probation period)
Reporting to: Director of Corporate Services
Expected Start: Date January 1, 2026

The ICT Manager will provide strategic and technical leadership in managing and advancing the Bank’s information and communication technology function. This role oversees the design, development, integration, and maintenance of SDRB’s core banking system, mobile money platforms, enterprise applications, databases, and digital service channels. The ICT Manager leads the ICT Department, ensuring that all systems and infrastructure are secure, efficient, and scalable to support the Bank’s strategic and operational objectives. The role also guides a team of developers, system administrators, and support staff, fostering innovation, continuous improvement, and adherence to best practices in cybersecurity, data
governance, and business continuity.
DUTIES & RESPONSIBILITIES

ICT Strategy, Governance, and Policy (Strategic Leadership)
 Develop and implement SDRB’s ICT Strategy in alignment with the Bank’s institutional objectives and operational priorities.

 Establish ICT governance frameworks, standards, and policies covering data management, cybersecurity, user access, and business continuity.
 Advise senior management on emerging technologies, digital transformation, and automation opportunities.
 Develop annual ICT plans, budgets, and performance reports for management approval.
 Deliverables: ICT strategy and annual work plan approved and implemented; ICT policy framework and security governance manuals in place; Quarterly ICT performance reports submitted to Director of Corporate Services.
Core Banking and Financial Systems (Systems Development and Support)

 Lead the implementation, maintenance, and continuous improvement of SDRB’s core banking system and related modules.
 Oversee integration between the Bank’s operational systems (e.g., investment management, HR, payroll, and accounting).
 Ensure data accuracy, availability, and security across financial and operational platforms.
 Coordinate system upgrades, patching, and vendor management to ensure uninterrupted services.
 Deliverables: Fully operational and regularly updated core banking platform; Seamless integration of financial and investment systems; System performance and security uptime maintained above 99%.
ICT Infrastructure and Operations
 Manage SDRB’s ICT infrastructure — including servers, networks, data centers, endpoints, and
communication systems.
 Ensure network reliability, data backup, and disaster recovery capabilities.
 Oversee ICT asset management, hardware/software procurement, and lifecycle maintenance.

 Implement and maintain Microsoft 365, SharePoint, Teams, Outlook, and collaboration tools.
 Manage cybersecurity tools such as firewalls, antivirus, and threat monitoring systems.
 Deliverables: Reliable, secure, and well-documented ICT infrastructure; Regular backup, recovery, and network performance reports; Reduced downtime and prompt resolution of ICT incidents.
Digital Transformation and Automation
 Lead initiatives to digitize SDRB’s internal workflows, records, and client interfaces.
 Support automation of investment approval, document management, and compliance tracking processes.
 Collaborate with departments to develop ICT solutions that enhance efficiency and transparency.
 Introduce and manage digital signature, cloud storage, and secure data exchange solutions.

 Deliverables: Process automation roadmap approved and implemented; Two key digital transformation projects completed annually; Improved internal collaboration through cloud and workflow platforms.
ICT Security, Risk, and Compliance
 Implement cybersecurity policies, procedures, and risk mitigation measures in line with international standards (e.g., ISO 27001, NIST).
 Ensure compliance with the Central Bank of Somalia’s ICT guidelines and data protection laws.
 Conduct periodic ICT risk assessments and penetration tests.
 Train staff on cybersecurity awareness and information protection.
 Deliverables: Annual ICT security audit completed; Zero critical vulnerabilities or data breaches; Bank-wide cybersecurity awareness program conducted.

Skills and qualifications

QUALIFICATIONS AND SKILLS REQUIRED
 Master’s degree in information technology, Computer Science, or related field.
 Professional certifications such as CISM, CISSP, CCNA, PMP, or ITIL.
 Technical certifications and skills in data management and programming, including:
- Python Certification (Meta)
- GIS Bootcamp
- Power BI, Microsoft Office Suite, and Advanced Excel
- Machine Learning and Data Science applications
 Experience working within Development Finance Institutions (DFIs), banking, or donor-funded ICT environments.
 Familiarity with ERP systems, virtualization technologies, and cloud security frameworks.
 Strong understanding of ICT infrastructure, cybersecurity, networking, and cloud-based collaboration tools (Microsoft 365, Azure, SharePoint).
 Demonstrated experience in vendor management and ICT project implementation.

EXPERIENCE
At least 6 years of professional and verifiable experience in systems management, with a minimum of 3 years in a dedicated ICT position at the managerial level. An additional requirement is a strong background in ICT infrastructure and operations, ICT security and compliance as well as core banking and financial systems.
