Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is seeking three (3) qualified Security Risk Management Specialists (Shift) to join its Risk Management Office in Mogadishu, Somalia.

As a global service provider in international cooperation for sustainable development and international education, GIZ works closely with partners to develop sustainable solutions that improve living conditions and strengthen institutional capacity in partner countries.
The Risk Management Office (RMO) in Somalia supports the safe and effective implementation of GIZ projects through a comprehensive and state-of-the-art security risk management system. The office works to minimize risks faced by staff and ensure operational continuity across projects nationwide.
The Security Risk Management Specialists will contribute to the day-to-day operations of the Risk Management Office. The position operates on a 24/7 shift system (early, late, and night shifts).
The role focuses on operations room management, incident coordination, media monitoring, staff safety monitoring, crisis communication, and ensuring preparedness for emergency situations.
Support daily taskings in the Operations Room
Ensure all communications equipment is functional and in good condition
Maintain a 24/7 shift roster and provide emergency shift coverage if required
Ensure readiness of the Operations Room to host the Crisis Management Team
Liaise with site-specific operations room staff
Coordinate with Security Risk Management Advisors (SRMAs) regarding incidents and developments
Staff Information & Mission Monitoring
Maintain daily occurrence logs tracking staff presence and vehicle movements
Update weekly evacuation (EVAC) lists
Process and monitor Field Trip Requests in coordination with National Risk Management Advisors (NRMAs)
Update Core Team Planner and monthly staff lists
Support updates of Somalia and Kenya staff records in coordination with HR
Implement Operations Room aspects of the GIZ Crisis Management System
Emergency & Crisis Communication
Coordinate daily headcounts via EMNS and follow up on non-responders
Update EMNS distribution groups
Improve participation rates in monthly headcounts
Send alerts under SRMA supervision
Media Monitoring
Monitor social media and open-source platforms
Report security developments immediately
Compile and distribute daily news reports
Communication Equipment Management
Check satphones, radios, and guest phones
Coordinate with NRMAs
Update SRMA on equipment functionality
Support SRMAs and NRMAs during crises or incidents
Update occurrence logs
Distribute emergency alerts
Manage emergency phone communications
Assist in crisis coordination efforts
Maintain and distribute emergency contact lists
Monitor relevant media sources impacting GIZ operations
Coordinate security briefings and ensure documentation
Work closely with Fleet Management regarding vehicle movements and security risks
Ensure 24/7 staffing of the Operations Room
Monitor leave planning for operations staff
Prepare daily morning briefings for international RMAs
Provide security briefings for duty travelers when necessary
Maintain readiness for crisis management across duty stations
Ensure the Operations Room remains organized and operational
Additional assignments may be given by the Senior Security Risk Management Advisor as required.
Education:
Bachelor’s Degree in Social Sciences OR equivalent professional experience in similar roles within UN agencies, INGOs, or bilateral organizations.
Professional Experience:
3–5 Years of professional experience
Minimum 3 Years of experience in a comparable position within an INGO or bilateral organization
Demonstrated experience managing and evaluating staff
Technical & Personal Competencies:
Strong knowledge of ICT systems, VHF radios, satellite phones, and MS Office
Fluent written and spoken English
Native Somali language proficiency
High integrity and ability to maintain confidentiality
Ability to remain calm under pressure and handle multiple tasks
Willingness to travel within Somalia and Nairobi when required
