MSF Somalia Mission is recruiting a qualified and experienced candidate for the position of Purchasing Officer based in Garowe, Somalia.
Job Title: Purchasing Officer
Location: Garowe – Somalia
Contract Type: Fixed-term contract (1 year)
Working Time: 100% Full-Time
Probation Period: 3 Months
Start Date: As Soon As Possible
The Purchasing Officer is responsible for performing day-to-day procurement activities within the supply office at project or coordination level.
The role ensures that procurement processes follow MSF policies and standards while guaranteeing efficient supply operations for mission activities.
Perform daily purchasing activities following MSF procurement procedures
Analyze market sources and compare pricing among suppliers
Identify suppliers offering the best value for money
Negotiate prices to ensure quality and cost efficiency
Maintain and update supplier-item-price databases
Inform supervisors of changes in pricing, suppliers, or available items
Collect multiple quotations as required under procurement policy
Prepare and process purchase orders
Verify pro forma invoices and order confirmations for accuracy
Place orders with pre-selected approved suppliers
Request and verify invoices and receipts for all purchases
Translate locally written documents before approval when necessary
Manage administrative procedures related to purchases
Check delivery notes against purchase orders
Coordinate advances issued by the Finance Department
Update purchase records after completion of transactions
Assist storekeeper during goods reception and verification
Review requisitions to ensure proper approvals are obtained
Compile and document quotations and bidding records
Maintain historical purchasing data for Garowe base
Conduct periodic market assessments for procurement categories
Ensure proper archiving of procurement documents according to MSF LogAdmin standards
Education
Secondary education required
Commerce-related studies preferred
Experience
Minimum 2 Years of experience in supply chain, procurement, or related roles
Languages
Fluent in mission working language
Fluent in local language
