Danish Refugee Council is recruiting a MEAL Officer for the AHEAD Project in Mogadishu. The project focuses on strengthening Anticipatory Action (AA) approaches by improving early warning systems and proactive humanitarian responses for conflict-induced displacement.
The role is responsible for leading Monitoring, Evaluation, Accountability, and Learning (MEAL) activities, conducting impact evaluations, managing data systems, supporting evidence generation, and improving accountability to affected communities.
Main Responsibilities
- Lead impact evaluations and analytical studies for the AHEAD project
- Design data collection tools, sampling methods, and statistical analysis frameworks
- Manage quantitative and qualitative data using tools like KoBo Toolbox
- Conduct forecasting validation and “ground-truthing” exercises with communities
- Monitor project indicators, forecasting accuracy, and response effectiveness
- Implement community feedback mechanisms (CFMs)
- Support Value for Money (VfM) and Hard-to-Reach (H2R) assessments
- Organize after-action reviews and learning sessions
- Prepare reports, evidence papers, and donor documentation
- Train staff and partners on MEAL systems and conflict-sensitive monitoring
Qualifications & Skills
- Bachelor’s degree in Statistics, Economics, Social Sciences, Information Management, or related field
- Master’s degree is an advantage
- Minimum 5 years of MEAL experience in humanitarian or development settings
- Experience in impact evaluations and quasi-experimental studies
- Strong statistical analysis skills using SPSS, Stata, R, or Python
- Advanced experience with KoBo Toolbox and qualitative analysis platforms
- Strong understanding of accountability, AGDM, and Do No Harm approaches
- Fluency in English and Somali required
