IRC is currently seeking a Family Planning Impact Lab (FPIL) Project Manager to lead the implementation of a gender norms transformation intervention in Somalia. The position will be based in Mogadishu and will operate under the supervision of the Senior Reproductive Health Manager. The role focuses on overseeing the planning, implementation, coordination, and monitoring of the FPIL project, ensuring strong integration with the WISH2 reproductive health program and alignment with national Sexual and Reproductive Health and Rights (SRHR) priorities.
The FPIL Project Manager will play a central leadership role in ensuring operational readiness during project design phases and maintaining high-quality implementation throughout later stages. The position requires close collaboration with internal teams, government stakeholders, and research partners to ensure evidence-based program delivery and effective monitoring.
Project Leadership and Management
Lead planning, implementation, and monitoring of FPIL program activities.
Develop comprehensive project workplans and procurement plans in collaboration with program and operations teams.
Establish robust documentation systems to maintain audit-ready project records and ensure donor compliance.
Coordinate closely with WISH2 program teams to ensure integrated service delivery and program alignment.
Conduct regular supervision visits and provide troubleshooting support to field teams.
Research Coordination and Technical Quality
Support field logistics and operational arrangements for research activities including interviews, focus group discussions, and evaluation data collection.
Ensure adherence to ethical research standards, safeguarding procedures, and informed consent protocols.
Monitor intervention fidelity and compliance with randomized controlled trial protocols.
Collaborate with research institutions and global partners to ensure high-quality evaluation processes.
Stakeholder Engagement and Partnerships
Coordinate with the Ministry of Health at federal and state levels to align project interventions with national reproductive health strategies.
Engage community leaders, youth champions, and religious leaders in the implementation of gender-transformative interventions.
Represent IRC in national technical forums related to SRHR and development programming.
Monitoring, Reporting, and Learning
Conduct regular monitoring and field visits to track implementation progress.
Lead preparation of donor reports, technical updates, and knowledge-sharing products.
Facilitate learning workshops and evidence-sharing sessions to support adaptive programming and project improvement.
Financial and Compliance Management
Monitor budget utilization and expenditure tracking in accordance with IRC financial procedures.
Conduct regular budget versus actual reviews and ensure compliance with donor regulations.
Ensure all procurements and project activities follow IRC operational policies.
Staff Management and Capacity Building
Supervise project staff, consultants, and field facilitators.
Provide mentoring and professional development opportunities to team members.
Strengthen staff capacity in research ethics, safeguarding, and gender-transformative programming approaches.
Bachelor’s degree in public health, social sciences, development studies, gender studies, education, or a related field.
A Master’s degree in public health or sexual and reproductive health is preferred.
3–5 years of professional experience managing community-based development or humanitarian programs.
Demonstrated experience working on gender equality initiatives or social norms transformation programs.
Experience working within Somalia’s humanitarian context and collaborating with government or research institutions.
Strong analytical, reporting, and project management skills.
Fluency in English (spoken and written) is required.
