The Federal Government of Somalia (FGS) has received financing from the World Bank towards the cost of the Somalia Empowering Women Through Education and Skills Project “Rajo Kaaba” and intends to apply part of the proceeds for consulting services. The Project is being implemented by the Ministry of Education, Culture and Higher Education (MoECHE). The Project aims to strengthen women’s leadership, employability, and economic participation by equipping Somali women with market-relevant competencies, leadership capabilities, and pathways to sustainable livelihoods.
The consulting services (“the Services”) include the development and delivery of women’s leadership and employability skills training programs targeting female employees, job seekers, and recent graduates across Somalia. The assignment will support curriculum development, training delivery, mentorship, trainer recruitment, monitoring and evaluation, and certification of participants. The Consultant will undertake all specific tasks and deliverables detailed in the Terms of Reference (TOR).
The detailed TOR for the assignment can be found upon submission of written application at the e-mail address provided below. The duration of the consulting services contract shall be for twelve (12) calendar months, commencing from the effective date of contract.
The Ministry of Education, Culture and Higher Education now invites eligible firms (“Consultant”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. may be submitted while responding to the EOI).
The short-listing criteria are as follows:
Core business of the firm demonstrates at least ten (10) years’ experience in leadership development, employability training, workforce development, or related capacity-building programs.
The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing - Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017, August 2018, November 2020, and September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
