1. Title of Consultancy: Terms of Reference for Conducting a National Anticipatory Action Programs and Stakeholders Mapping for Somalia

4. Responsibility for Logistics arrangements and Costs

Save the children will pay the consultant fee in installments and the consultant will cover their own logistical arrangements and costs; including food, accommodation and local transport and all cost associated with data collection work and other activities.

5. Taxation Provisions

Consultant shall be responsible for all Taxes arising from the consultancy in line with the local Tax regulations applicable at the SCI contracting office named above.

6. Travel
Requirements

The consultant will cover his travel costs (tickets) and arrange local travel to field sites.

7. Security Requirements

Consultant will comply with standard of Save the Children Security procedures, including the completion of SCI online security training, adhering to the terms of access negotiation and maintaining low profile while in Somalia

8. Evaluation Criteria

• Valid Registration certificate from the ministry of commerce and industry of Federal government of Somalia
• Valid Tax registration number & certificate from the Ministry of Finance of Federal Government of Somalia with good standing of Q3 2025
• Technical Proposal & Methodology – 30%

o Clarity and depth of proposed methodology for mapping AA programs and stakeholders
o Demonstrated understanding of anticipatory action, DRM, and Somali context
o Alignment with deliverables and timelines (inception, draft reports, validation workshops)
• Relevant Experience – 30%

o Previous assignments of similar nature (AA, DRM, stakeholder mapping, humanitarian contexts)
o Experience working with government, donors, and NGOs in Somalia/region
o Evidence of at least 2–3 comparable consultancy contracts

• Financial Proposal – 20%

o Detailed and reasonable cost breakdown aligned with level of effort (35 days)
o Value for money

• Sustainability & Policy Alignment – 10%

o Alignment of the proposed approach with SoDMA, Start Network,
and national DRM/AA strategies
o Consideration of how findings/recommendations can be
institutionalized and sustained by national stakeholders
o Commitment to ethical standards, safeguarding, and data protection

o Realistic, detailed activity schedule covering inception, consultations, drafts, and validation

9. Background Background

Somalia is on a positive trajectory with significant progress in recent years, especially in establishing and rejuvenating the Disaster Risk Management institutional set up and improving policy frameworks, resulting in – the government to be able to take the lead once again. However, a considerable proportion of the Somali population continues to face difficulties that are triggered by natural hazards such as droughts and floods, posing a challenge to a thriving country.
Despite the efforts being made by the government, humanitarian organizations, and international partners to enhance disaster preparedness and response measures in the country (UNDP Somalia, 2020; OCHA, 2020), the government and the majority of humanitarian organizations often actively engage in their response operations only after a disaster has taken place.
Repeated disaster events and their impacts also spawn competition and conflict over resources, which in turn impacts security levels and economic activities of the country (NDP 2020-2024) hence disaster anticipatory action will reduce the impacts on the population, damages and losses.
Somalia Disaster Management Agency (SoDMA) is a national agency established to coordinate disaster preparedness, risk mitigation, emergency response, and humanitarian purposes with a vision of all Somali people live in a safer, resilient life
and sustainable development through disaster risk reduction and climate resilience in Somalia.
As part of the partnership between Start Network and the Somalia Disaster Management Agency (SoDMA) under the framework of Anticipatory Action and Disaster Risk Financing, came to an agreement to support the process of conducting a national Anticipatory Action programs and stakeholder mapping, the key outcome of this partnership is to come up with a robust findings of actual AA programs and active stakeholders who are currently involved in the implementation of an endorsed AA project and mainstream criteria which will guide and support the government to take decisions to recognize or overrule activities and projects are genuine AA or not, and that emphasizes on a paradigm shift from reactive to proactive and anticipatory approaches.
The mapping exercise will help achieve the long-term objective of the government to develop technical and institutional capacity and in order to be able to identify potential AA activities or projects in an efficient and sustainable manner.
In this regard, Start Network intends to hire a consultant (i) to support the conducting a national Anticipatory Action programs and stakeholder mapping exercise, through stakeholder engagement approach and (ii) to systematically capture and document the findings during consultations, and (iii) to prepare a draft national Anticipatory Action programs and stakeholder mapping for Somalia as per the sectoral needs and national priorities.

10. SCOPE OF WORK

Skills and qualifications

Qualifications
(I) At least a Master’s degree in Disaster Risk Management, Environmental Science, rural development, or social studies from recognized University.
(II) At least 10 years’ experience in a relevant field such as general development work agriculture /rural development. Extensive Knowledge of development policies and frameworks that guide the implementation of DRM at the national
or regional level, and development planning will be a strong advantage.
(III) Understanding of on-going strategic policy framework processes, analysis and criteria that would lead to the application of the findings of the national Anticipatory Action programs and stakeholder mapping exercise.
(IV) Experience of undertaking assignments of similar nature in the country or region will be an asset.

(V) Strong facilitation skills and ability to source information from various stakeholders particularly high-level sector and international stakeholders, in a participatory fashion and within a short time frame.
(VI) Knowledge of Somalia context with specific reference to the AA TWG as well as other ongoing or completed AA activities in the country.
