Requirements: This position is based in Galkayo with frequent visits to other Education Programming locations
in Somalia.

Role Purpose: The GESI Officer / Field Focal Point will lead the integration of gender equality, disability
inclusion, and social equity across all field-level interventions of the ECW MYRP II Project in
Galkayo district. The officer will ensure that project activities promote the participation and
empowerment of girls, children with disabilities, and marginalized groups, while serving as the
principal liaison for coordination, monitoring, and reporting at field level.
Responsibilities:
Programme Implementation and Development:
 The GESI Officer plans, leads and coordinates quality, timely and effective Gender & Protection responses to
the needs of the ECW MYRP II project and Education Programme in general.
 Provide technical assistance to the Education team (and other sector teams) on how to integrate gender and
protection concerns, considering the needs of female teachers, girls and boys and those students living with a
disability.
 Ensure that gender, disability, and inclusion considerations are fully integrated into community outreach, school
rehabilitation, teacher training, and learning material distribution.
 Support capacity building for education staff, teachers, CECs and students’ clubs on how to practically integrate
gender and protection in the education project activities and be responsible PSEA, GBV and SRGBV trainings.
 Facilitate the identification and support of children with disabilities through screening, referral, and provision of
assistive devices and learning aids.
 Ensure that school environments are safe, accessible, and gender-sensitive including WASH facilities,
classroom layouts, and safeguarding mechanisms.
 Work with school administration to develop school-based CP policies/ guidelines of alternative methods of
discipline and to be signed by Principals teachers and CEC leadership.
 Lead dissemination of Child Safeguarding Policies and the Safe School Declaration at community and school
levels.
Monitoring and Reporting:
 Conduct regular school monitoring to track progress against project indicators, ensuring that inclusive, safe,
and gender-sensitive learning environments are maintained.
Gender Equality and Social
Inclusion (GESI) Officer
 Undertake school feeding monitoring to ensure timely delivery, quality, and equitable access to meals, with
specific attention to gender and inclusion considerations.
 Develop follow-up mechanisms and tools for assessing and monitoring CECs and teacher performance and
produce timely and quality training and monthly reports, and where necessary.
 Participate EiE Working groups, Gender working groups and Concern’s global gender equality working group
to guide approaches and best practices.
 Document field success stories, lessons learned, and best practices on inclusive education and GESI
integration.
 Contribute to monthly, quarterly, and annual reports, highlighting GESI progress and field implementation
updates.
Gender, Child Protection and Safeguarding Focal point:
 Work with MoECHE and other actors to increase awareness on child protection and SRGBV among school
stakeholders including children.
 Work with programme team and PC/PM to ensure that Gender and CP issues are adequately picked from the
field level reports and integrated in the donor reports.
 Serve as the focal point for Gender, Child Protection, and Safeguarding Working Group engagements under
the ECW MYRP II.
Field Coordination and Representation
 Serve as the field focal point for all project activities, coordinating with State MoE, local authorities, and
implementing partners.
 Represent Concern in relevant local level stakeholder forums such as meetings with local authorities and
community leaders, keeping line manager informed of the nature of the meetings, discussion points, issues
arising and any agreements made.
 Ensure the timely implementation of activities and resolution of field-level challenges.
 Represent Concern in coordination forums including education and protection.
 Participate in Gender and CP meetings (Cluster/TWG) organized by other actors, including MOECHE and
engage with other CP/Gender focal points in other organizations for cross learning.
Responding to Emergencies and other duties.
 Participate and contribute as necessary towards Concern’s Emergency response per request for Education PC
or Emergency Coordinator.
 Comply with Concern’s health, safety and security guidelines during emergencies all the time.

 Contribute to the establishment of preventive measures to reduce the potential for abuse in Concern programme
(as per P4 section 6).

Skills and qualifications

Education & Qualifications Required:
Essential:
 Bachelor’s degree in Gender Studies, Education, Social Work, Development Studies, or related field.
 Minimum 3–5 years of experience in a reputable local or international NGO for implementing GESI, child
protection, or inclusive education programming.
 Proven experience in community engagement, advocacy, and coordination with government and education
actors.
 Experience working in emergency or fragile contexts preferred.
 Strong understanding of gender mainstreaming, inclusive education, and GBV prevention.
 Familiarity with Education in Emergencies (EiE) and safeguarding standards.
 Data collection and reporting skills (disaggregated data by gender, age, and disability).
 Excellent communication and facilitation skills.
 Excellent English language communication skills – negotiation, networking, influencing, and facilitating
workshops and events at different levels.
 Proven experience working effectively with diverse stakeholders, at multiple levels.
 Excellent report writing skills in English language.
 Experience working through and supporting local partner organizations.
